moderation_mode: none/prompt/verified/strict

none: I do not need moderation.
prompt: By default, show the latest revision even if it is not verified, and tell the visitor about this.
verified: By default, show the latest verified revision. Yet allow the visitor to view the unverified revision.
strict: Do not allow unverified revision to show at all.
